Title

Ordinance second reading with the caption reading: An ordinance of the City of Pflugerville, Texas, amending Chapter 95 "Parks and Recreation," Article III "Protection of Lake Pflugerville" of the City's Code of Ordinances; to revise regulations applicable to the City's Parks, to include Lake Pflugerville; containing cumulative and severability clauses; and providing other matters relating to the subject.

Summary

This item considers approval of an ordinance that repeals and replaces the existing language in Chapter 95, Article III (Protection of Lake Pflugerville) to modernize and clarify park rules and improve enforcement across the park system. Staff is requesting the ordinance become effective upon first reading due to immediate operational and public safety needs related to enforcement and seasonal lake use for Memorial Day weekend.

The proposed ordinance provides a comprehensive update to improve clarity, consistency, and enforceability.

Specific to Lake Pflugerville, the updated Section 95.30:

• Clarifies operating hours and trail access

• Strengthens watercraft regulations related to gas motors on the Lake

• Adds regulations related to alcohol, amplified sound, and temporary structures

• Provides clearer authority for closures and operational control

These updates ensure the City’s park regulations align with current operations, improve user experience, and provide staff with the tools necessary to effectively manage and protect park assets.
