Discussion regarding winter weather preparedness.

 

Summary

This item has been included on the worksession and regular meeting agendas to allow for review and discussion on winter weather preparedness and to provide a status update on actions that have been taken over the past year based on the challenges encountered during Winterstorm Uri.

 

Prior City Council Action

On September 22, 2020, City Council discussed and approved the selection of Gupta and Associates, Inc. for professional services associated with the design of an emergency generator power system for the Water Treatment Plant and Lake Pump Station and authorized the City Manager to execute a professional services agreement in the amount of $652,914.

 

On February 23, 2021, City Council approved a resolution to extend the Mayor's declaration of disaster for the severe winter weather event through March 18, 2021 and to approve related expenses.

 

On March 9, 2021, City Council conducted an initial After Action Report (AAR) concerning the severe winter weather event.

 

On March 23, 2021 and April 27, 2021, City Council discussed an emergency generator

power system for the Water Treatment Plant and Lake Pump Station.

 

On May 11, 2021, City Council discussed the After Action Report (AAR) concerning the severe winter weather event in 2021.

 

On May 11, 2021, City Council approved a change order for the Wastewater Treatment Plant Expansion Phase I Improvements to Bar Constructors in the amount of $130,813.37 to add back up power for the Bio-Solids Building.

 

On May 11, 2021, City Council approved a Professional Service Supplemental Agreement with Gupta and Associates in the amount of $78,275 for professional engineering services associated with the Surface Water Treatment Plant and Lake Pump Station Standby Generator Project including a secondary electric service feed from Oncor, temporary generator specifications and procurement, bidding the Lake Pump Station as a standalone project, and advertising the project as a competitive-sealed-proposal (CSP) all in an effort to reduce construction timelines and make the water treatment plant and lake pump station more resilient.

 

On August 10, 2021, City Council approved a construction contract for the Lake Pump Station Emergency Generator to McDonald Municipal and Industrial in the amount of $1,149,469.

 

On September 14, 2021, City Council approved a Facility Extension Agreement with Oncor Electric Delivery to provide a redundant electrical service to the Surface Water Treatment Plant in the amount of $353,406.86.

 

On September 28, 2021, City Council approved the purchase an emergency power generator and related switchgear for the Surface Water Treatment Plant Emergency Generator to Cummins Southern Plains, LLC in the amount of $2,175,930, allowing the generator to be pre-purchased prior to awarding a construction contract.

 

On November 30, 2021, City Council approved a construction contract for the Surface Water Treatment Plant Emergency Generator Project to McDonald Municipal and Industrial in the amount of $7,629,469, which included the cost of the $2,175,930 generator awarded on September 28, 2021 as the responsibility of the generator is transferred to the General Contractor. 

 

On November 30, 2021, City Council approved a Professional Service Supplemental Agreement with Gupta and Associates in the amount of $340,889 for professional engineering construction phase services associated with the Surface Water Treatment Plant and Lake Pump Station Standby Generator Project.

 

On December 14, 2021, City Council approved a lease agreement for a temporary power generator for the Surface Water Treatment Plant to United Rentals in the amount of $760,960.26 using their Choice Partners Cooperative purchasing agreement. 

 

On January 11, 2022, City Council will consider a change order with McDonald Municipal and Industrial for the Surface Water Treatment Plant Emergency Generator in the amount of $58,800 for the installation of the temporary generator at the Surface Water Treatment Plant. 

 

On January 11, 2022, City Council will consider agreement with The Brandt Companies for the purchase and installation of an emergency generator for PAWS in the amount of $99,825.
