Summary
Since fiscal year 2012, the City of Pflugerville has solicited sealed bids for contractual mowing for both parks and right of way. This item is for contractual mowing of 331.7 acres of parkland. References, insurance and other information requested in the bid packet have been checked and verified by staff.
The lowest responsible bid for the contractual mowing of parks was $214,375.10 from Abescape Group, LLC. Abescape Group, LLC has worked successfully with the City on two previous mowing bids. The acreage included in this bid, 331.7 acres, is higher than last year's acreage. The bid per acre, $34.00, is higher than last year's bid of an average of $31.19 per acre, but lower than the previous year amount of $36.00 per acre.
The Parks department annually evaluates the areas of the City that can be mowed by contractors and modifies the acreage appropriately. Privatizing this effort has been very successful for the City as the mowing is being done at less cost than has been calculated using city personnel. The work plan included in this bid describes the use of two five-man crews for six-seven working days each cycle, mowing these areas every two weeks during the season. Using enhanced methods of reaching qualified bidders has increased interest among contractors in the city's bid.
Deadline for City Council Action
Staff would ask the Council to authorize this action at this meeting in order to expedite the issuance of the purchase order.
Fiscal Impact
The expense for contractual mowing of parks is included in the fiscal year 2018 budget in the Parks Maintenance department maintenance contract line item.
Staff Recommendation
Authorize the City Manager to execute a one-year, with the possibility of two annual renewals, contract to Abescape Group, LLC in the amount of $214,375.10.
