Title
Approving a resolution authorizing the City Manager to enter into agreements with the Texas Water Development Board for the recovery of study costs in connection with the regional water supply planning study for the Pflugerville Service Area and including, for feasibility study purposes, areas adjacent to the Pflugerville service area.
 
Summary
The Texas Water Development Board (TWDB) offers grants to political subdivisions of the State of Texas for studies and analyses to evaluate and determine the most feasible alternatives to meet regional water supply and wastewater facility needs, estimate the costs associated with implementing feasible regional water supply and wastewater facility alternatives, and identify institutional arrangements to provide regional water supply and wastewater services for areas in Texas.
 
The proposed planning must be regional in nature by inclusion of more than one service area or more than one political subdivision. Participation from the city of Hutto is being secured, and the city of Manor is reflected on the attached exhibit due to having water contracts with the city of Pflugerville. All proposed solutions must be consistent with applicable regional or statewide plans and relevant laws and regulations.
 
Development of a water conservation plan is strongly encouraged to be included as a specific task in the scope of work for proposed planning areas without a Board-approved water conservation plan.  The city of Pflugerville is currently developing a water conservation plan and this effort will be enhanced through the use of this grant.  Texas Water Development Board population and demand projections must be used to determine future needs in the planning process unless adequate justification is provided (and accepted) for using projections other than the Texas Water Development Board's.

The application is due on December 20, 2012.

Fiscal Impact
The grant requires a 50% match and is for a maximum of $50,000. The project budget is estimated to be $100,000 in which $50,000 will be drawn from Utility Fund Balance.
