Summary
This agenda item is a request for City Council approval for awarding a construction contract related to the Rowe Lane at FM 685 intersection improvements project (Project). This item supports the Infrastructure pillar of the Strategic Plan.
The design effort for the intersection improvements of Rowe Lane at FM 685 were initiated in July 2019, as a result of two Traffic Impact Analysis (TIA) reports that were conducted (2015 and 2019).The Project is funded by the 2018 Certificate of Obligation Bond Program. The purpose of the Project is to reduce congestion and increase safety at the intersection. The Project consists of the addition of deceleration and acceleration lanes at Rowe Lane while maintaining two through lanes on FM 685.
Advertisement for the Project began on September 14, 2022, in the Pflugerville Pflag as required. The City of Pflugerville opened the four (4) bids received for the project on October 5, 2022, at 2:00 p.m. Dan Williams Company is the recommended lowest responsible bidder. During the bid evaluation, the Engineer performed a reference check and coordinated with TxDOT and received concurrence to award the construction contract.
A Notice to Proceed is anticipated in November 2022, and construction duration is approximately 60 days.
Background
Two Traffic Impact Analysis (TIA) reports were conducted in 2015 and 2019. Both TIA reports show an increase of right turning volumes departing Rowe Lane onto FM 685. The TIA reports support the addition of acceleration/deceleration lanes at this intersection due to the high number of right turns onto and from Rowe Lane. Also, proposed improvements maintain consistency with the City of Pflugerville requirement for acceleration/deceleration lanes where right turn volume exceeds 50 vehicles during the peak hour and TxDOT standards require an acceleration lane at 200 vehicles and deceleration at 50 vehicles.
City received approval from TxDOT in November 2021 as a Local On-System Agreement (LOSA) project for local funding and construction, as well TxDOT concurs with the need for the improvements.
Prior City Council Action
Pape-Dawson Engineers is one of the seven (7) firms selected to assist the City with the 2019-2021 Transportation Improvements Projects at the April 9, 2019 City Council Meeting.
Pflugerville City Council approved a Professional Services Agreement with Pape-Dawson Engineers in the amount of $84.536.00 at the June 25, 2019 meeting.
City Council approved a resolution authorizing an Agreement for a Local On-System Improvement Project (LOSA) with the Texas Department of Transportation (TxDOT) for roadway work associated with the SH 130 at Rowe Lane intersection improvement project at the November 9, 2021, meeting.
