Summary
The Parks and Recreation Department seeks approval of the purchase and installation of a surge tank at Gilleland Creek Pool. Gilleland Creek Pool currently has a surge weirs as opposed to a surge tank.
A surge tank is a water containing reservoir between the pool and the recirculation pump. The surge tank is designed to temporarily contain overflow water captured in the perimeter gutter system. Swimmers create waves when they enter a pool, swim laps, exercise or just play. The perimeter gutter system captures these waves, or surge of water, so that they do not rebound back into the pool and is used to maintain a constant water level in the pool.
The pool is surrounded by trees and the surge weirs are frequently clogged by vegetation, blocking the constant flow of water into the gutter. Reducing this flow allows air to get into the system, causing damage to the impeller and the pump. By adding a surge tank, we will have a tank of water to pull from, therefore minimize potential damage to the system and prolong the life of the impeller and pump.
The surge tank upgrade is identified in the 2023 Parks and Recreation Open Space Master Plan, Outdoor Swimming Pool Assessment compiled by Water Technologies, Inc.
Staff recommends implementing this upgrade with the ongoing improvements at Gilleland Creek Pool facilities, to reduce additional impacts to the public and extend the life of the pump. Furthermore, impacts to the public include the possible shutdown of the Gilleland Creek Pool during the peak summer season.
This funding for this upgrade has been identified in the current approved budget from our annual park improvement outlay. Staff has seen cost savings on the three playground replacements for FY23 providing the funding for this much needed surge tank.
