Summary
Due to the amendments made on second reading of this ordinance, as described below, a third and final reading is required for this ordinance.
Beginning in Fiscal Year 2022 (FY22) the Solid Waste Fund was created. The fund operates as a separate entity requiring a minimum 25% fund balance to maintain compliance with City Finance Policy. The 3rd party contract for City waste collection services through Waste Connections has acted upon the contractually allowable pricing increase based on Consumer Price Increase (CPI) and fuel. In order for the Solid Waste Fund to maintain 25% fund balance the below fee structure has been proposed.
Please find the attached ordinance which updates the Master Fee Schedule for fees effective beginning April 1, 2022 after second reading and adoption of this ordinance.
This schedule is an amendment to the current FY2022 Master Fee Schedule which outlines the fees to be assessed for FY22 for the Solid Waste Services. The monthly service fee for proposed out of City Solid Waste was amended on second reading from $22.82 to $22.64. In accordance with several agreements the City has with various Districts, the out of City Solid Waste fee can only be $2 more than in City fees. With these proposed changes, the solid waste fund rate model maintains a 25% fund balance, as required.

Finance and Budget Committee (FAB) met on January 27, 2022. The committee approved the amendment to the Master Fee Schedule and recommend City Council's approval.
Prior City Council Action
The FY22 Master Fee Schedule was adopted on the second reading August 24, 2021.
The FY22 Master Fee Schedule was amended on November 30, 2021 to include Industrial Pretreatment Surcharge program fees.
On February 8, 2022 Council approved the ordinance on first reading.
On February 22, 2022 Council approved the ordinance as amended on second reading.
