Discussion regarding a legislative update and Texas Municipal League legislative priorities from Focused Advocacy.

 

Summary

In October, City Council adopted a Legislative Agenda that identifies the priorities and positions that the City will take on certain legislative items. The 88th Legislative Session began on January 20, 2023 and adjourned on May 29, 2023. Governor Greg Abbott's last day to sign or veto legislation was on June 18, 2023. According to the Legislative Reference Library of Texas, Governor Abbott has vetoed a total of 77 bills.

The Governor called a special session on Monday, May 28th. Special session #1 agenda items include:

                     - Property Taxes: Legislation to cut property-tax rates solely by reducing the school district maximum compressed tax rate in order to provide lasting property-tax relief for Texas taxpayers.

                     - Border Security: Legislation solely for the purpose of increasing or enhancing the penalties for certain criminal conduct involving the smuggling of persons or the operation of a stash house.

The Governor called a special session on Tuesday, June 27th. Special session #2 agenda items include:

                     - Eliminating a property tax in Texas: Legislation to put Texas on a pathway to eliminate school district maintenance and operations property taxes.

                     - Lasting Property Tax Cuts: Legislation to cut property tax rates solely by reducing the school district maximum compressed tax rate in order to provide lasting property-tax relief for Texas taxpayers.

October 11, 2022: Council passed a resolution establishing a Legislative Agenda for the 88th Legislative Session.
