Summary
The proposed agenda item requests approval of a Work Authorization with CBRE, Inc., to provide appraisal services for the Kelly Lane Phase 3 roadway project. The project will expand the roadway to a four-lane configuration with a center median and integrate four roundabout intersections from Moorlynch Avenue to Weiss Lane. Additionally, construction encompasses curb and gutter, underground storm facilities, pedestrian enhancements, and street lighting. The project has entered the last phase of bid preparation, and will bid no later than October. Kelly Lane Phase 3 construction will begin with utility relocation.
This work authorization with CBRE, Inc., includes appraisals on the remaining twenty (20) parcels identified within the project limits. Appraisals are anticipated to be complete on or before the end of August. Upon completion of the appraisals, our right-of-way agent will continue coordination with all effected property owners. The city has already acquired a total of 5 parcels for the Kelly Lane Phase 3 project.
This item supports the Infrastructure pillar of the City’s Strategic Plan by widening and reconstructing the Kelly Lane roadway from Moorlynch Avenue to Cele Road, expanding the City’s transportation network and improving mobility.

City Council approved the selection of Vickrey and Associates, LLC for professional engineering services associated with the 2020 Transportation Bond Program Project Kelly Lane Phase 3 on July 27, 2021 in the amount of $1,527,103.59.
City Council approved a Work Authorization with CBRE, Inc for appraisal services associated with the Kelly Lane Phase 3 project on January 10, 2023 in the amount of $126,500.00.
City Council approved a conditional purchase agreement and associated conveyance documents between Vera Lee White Hamann (Parcel 24) and the City of Pflugerville as necessary to acquire real property interest for the Kelly Lane Phase 3 Project on November 12, 2023 in the amount of $146,720.00.
City Council approved a professional supplemental agreement with ESP Associates, Inc for professional engineering services with Kelly Lane Phase 3 on December 10, 2024 in the amount of $1,210,189.00.
City Council approved a conditional purchase agreement and associated conveyance documents between Wayne R. Moore (Parcel 5) and the City of Pflugerville as necessary to acquire real property interest for Kelly Lane Phase 3 on February 13, 2025 in the amount of $217,655.90.
