Title
Authorize the City Manager to execute an agreement with Kasberg, Patrick & Associates, LP for Professional Engineering Services to provide design, bidding, and construction administration associated with the Kelly Lane 24-inch Waterline that extends approximately 5,500 linear feet from the existing 18-in waterline crossing of Kelly Lane near Benning Drive to Moorlynch Avenue in an amount not to exceed $61,500.00 as total compensation.
Summary
The Kelly Lane Widening Roadway Improvement Capital Improvement Project (CIP) project will be constructed in two phases, Phase 1A and Phase 1B.  Phase 1A (from Murchison Ridge Trail to Falcon Pointe Boulevard West) and Phase 1B (from Falcon Pointe Boulevard East to Moorlynch Avenue) include a total length of approximately 5,500 linear feet.  The proposed 24-inch waterline utility will be incorporated into the roadway improvements project of Phases 1A and 1B.  As part of each construction plan set, Kasberg, Patrick & Associates, LP (KPA)  will provide professional engineering services to provide design, bidding, and construction administration for installing the 24-inch waterline in an amount not to exceed $61,500.00 as total compensation. Only Phase 1A of the roadway and associated water improvements are funded and will be constructed at this time.  Phase 1B roadway and water improvements will be constructed in a future CIP program.
Status
KPA is currently completing the final plans and will update contract documents accordingly to include the 24-inch waterline.  There is no impact to the current schedule for construction of this roadway project with the addition of work to include the waterline. The benefits of incorporating this work at this time is to allow the City to meet future needs for water service in this area and eliminate future construction activities after the completion of the roadway improvements on Kelly Lane.
Deadline for City Council Action
Staff is requesting approval on July 10, 2012 to maintain project schedule.
Fiscal Impact
The project funding is derived from remaining utility bond funds.
Staff Recommendation
Staff recommends City Council approval for City Manager to execute an agreement for Professional Services with Kasberg, Patrick & Associates, LP in an amount not to exceed $61,500.00 as total compensation.  The city's standard consulting contract has been utilized for this agreement with Kasberg, Patrick & Associates, LP.
