Summary
This agenda item is a follow up to the December 14, 2021 City Council meeting where City Council approved the selection of AGCM as an Owner’s Representative (OR) associated with the City Hall project. The role of the OR, as defined in the Request for Qualifications, provides management and oversight for the City Hall project as part of the overall Downtown East Project from planning, procurement of design services, bidding, and construction oversight as the City’s representative.
The City staff team has collaborated with all the owner's representative consultant teams to be involved with development of information related to the 29-acre tract located at the northwest corner of the FM 685 and Pecan Street intersection. AGCM has been selected for the owner's representative role for a City Hall. The proposed scope is the first phase and provides for a needs assessment and programming of the existing City facilities to better understand the needs of a future City Hall as part of the overall Downtown East project. Additional proposals will be brought forward for consideration when the Project details are better defined through the initial phase.
City Staff requests approval of a professional services agreement (PSA) for project management services including providing project estimates and schedules, managing communications regarding the City Hall portion of the Downtown East project, and providing a Needs Assessment and Programming of a new Pflugerville City Hall. AGCM will perform the project management services at defined billing rate for services with a not to exceed amount of $48,825, assist the City with Public Private Partnerships proposals as an add service if authorized to proceed in an amount not to exceed $8,500, and provide facility programming and consulting in an amount not to exceed $75,889. This initial phase is anticipated to take 60-75 days.
Upon completion of the Facilities Needs Assessment, City Staff intends to collaborate with other teams, present findings, and provide updates to City Council. Funding for this proposal will come from the Additional Consulting Services within Other Operating Fees under the FY22 City Manager's Office budget.
