Approving a construction contract with G2CSi for manhole relocation in the amount of $165,000, and authorizing the City Manager to execute the same.

 

Summary

As part of the FY2026 budget, City Council approved funding to relocate an existing manhole located at the Central Wastewater Treatment Plant.  As part of an After Action Report (AAR) after a Sanitary Sewer Overflow (SSO), it was determined that one of the lowest manholes near the Central Wastewater Treatment Plant was susceptible to SSO’s that could impact Gilleland Creek without any way to mitigate environmental damage.  As this manhole was installed in the early 1990’s, it did not account for the updated floodplain maps and is therefore located in the 100-year floodplain and is susceptible to inundation and is difficult to reach for normal and emergency maintenance. 

 

This relocation contract will relocate this manhole further away from Gilleland Creek and closer to the Central Wastewater Treatment Plant to allow for staff mitigation should an SSO occur in the future at the facility.  With the manhole being relocated closer to the facility, staff would be able to contain an SSO inside the fence should one occur in the future and prevent any wastewater from entering Gilleland Creek which is already an impaired watershed.  This was shown to be a critical component of impact after staff completed the AAR after a critical shut down at the facility occurred in February 2025 after a failure of the City’s emergency generator during a power loss. 

 

As this work will require significant bypass pumping to install a new manhole and remove the existing one, staff wanted to ensure it was done correctly, but still ensure that the City’s existing infrastructure continued to operate while the work was being completed.  Staff have worked with G2CSi on similar projects in the past with great success utilizing their TIPS contract through a Job Order Contract (JOC) process.  The cost for this project came in below the budgeted amount of $175,000 that was allocated in the FY2026 utility budget.

 

This item is supported by the Residential and Node Development and Economic and Business Development pillars of the Strategic Plan by ensuring continued robust operation of the City’s infrastructure systems to support the ability to foster these pillars of the Strategic Plan.
