Summary
Charter Review Commissioners Floyd Akers and Tommy Nobles have resigned from the Charter Review Commission. Councilmember Omar Peña asked that an item be placed on the March 8, 2016 City Council agenda to allow him to appoint Michelle Sheehan, 2625 Amen Corner Road, to replace Mr. Akers. The City Council, may at their discretion, also provide a replacement for Mr. Nobles at this time. Please find the attached resolution for consideration.
Prior City Council Action
The City Council adopted a resolution on November 10, 2016 making the following appointments to the Charter Review Commission:
Mayor Jeff Coleman appoints: Christopher Miller, 2812 Richfield Landing; Troy Fuller, 3001 Misty Heights Cove; Al Patillo, 2316 Village View Loop.
Councilmember Wayne Cooper appoints: Ron Sandford, 117 Split Oak Drive; Michael Marler, 517 Dusty Leather Court.
Councilmember Brad Marshall appoints: Charles Colley, 605 W. Walter Avenue; Paul Bruggeman, 221 Settlers Valley Drive.
Councilmember Omar Peña appoints: Victor Gonzales, 303 W. Wilbarger; Floyd Akers, 700 Applewood #B.
Councilmember Starlet Sattler appoints Pat McCord, 603 Rolling Meadow Drive; Rudy Metayer, 915 Craters of the Moon Blvd.
Councilmember Victor Gonzales appoints Tommy Nobles, 20904 Derby Day Avenue; Angela Hausner, 201 S 5th Street.
The City Council appoints two additional members: David Garlick, 601 Olympic Drive; Tom Roland, 301 S 5th Street.
Charter Review Commission Information
The Mayor appoints three members and each Councilmember appoints two members. Up to seven additional members can be appointed by a majority vote of the Council. The Charter Review Commission must have at least 13 and no more than 20 members. Charter Review Commission members must be registered voters of the City with at least one year of residency. They serve without compensation and cannot be employees of the City or members of any other City board or commission. The Charter Review Commission must serve at least six months and must meet at least once each month during its term. The Commission creates its own rules of procedure, but must have an affirmative vote of a majority of all members present in order to take action.
The Commission inquires into the operations of the City's government and reviews the City Charter to determine whether it requires revision. The Commission proposes any recommendations it deems desirable and makes a written report of its findings and recommendations to the Council. The Council receives the report and publishes the report in the Pflugerville Pflag, the City's official newspaper. If any proposed amendments to the Charter are presented, the Council orders the amendments to be submitted to the voters of the City by ordering a special election.
