Title

Approving a resolution to approve the Community Development Block Grant (CDBG) Amended Annual Action Plan for Program Year 2020.

 

Summary

The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.  The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time.  The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding.  The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities.  The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan. 

The proposed 2020 Amended Action Plan is available for public viewing July 2, 2021 to August 2, 2021 at the following link: www.pflugervilletx.gov/cdbg or at Pflugerville Public Library.

The initial allocated funding available for actions and activities was reflected in the first amendment to the 2020 Program Year in the amount of $158,241.  This amendment includes and additional allocation of funding available for actions and activities for this amendment to the 2020 Program Year in the amount of $224,134.  This is an allocation from the CARES Act specifically for CDBG programs. 

The proposed amendment is to reflect the allocation of grant dollars from the CDBG-CV.

The proposed projects include:

1.                     Youth Scholarship Program ($20,000)

2.                     Construction of Yellowsage ($241,954)

Alternate Project Frost Circle Roadway Design

3.                     Utility Payment Assistance (up to $138,241)

4.       Senior Access Program ($20,000)

5.                      NEW - Utility Payment Assistance Program Expansion ($224,134)

Alternate- Utility Payment Assistance ($20,000)

HUD provided for additional dollars to help aid communities in dealing with COVID-19.  From the guidance provided by HUD, this funding would assist low to moderate income residents that have been impacted by COVID-19 assistance with their utility payments.  The proposed amendment would expand the utility assistance program to allow qualifying City of Pflugerville residents the ability to request assistance with payment of their City water and wastewater utility bills and add allowance for Pflugerville residents on Manville or Windermere water to also apply for assistance.

Planning and Zoning Commission Action

The Planning and Zoning Commission serves as the CDBG Advisory Commission and will consider this item at their July 19, 2021 meeting.  

 

Deadline for City Council Action

On August 10th the resolution related to this item will be considered for action by City Council.
