Title

Discuss and consider action to approve an ordinance on first reading with the caption reading: An Ordinance of the City of Pflugerville, Texas amending the Pflugerville Fee Schedule for Fiscal Year 2026-2027, as adopted by Ordinance No. 1721-26-09-08; amending certain fees and establishing costs and fees charged by the City of Pflugerville to its Monarch Recreation Center; and declaring an effective date.

Summary

This item considers approval of an amendment to the City's Master Fee Schedule to adopt The Monarch Recreation Center Financial Sustainability Strategy as the framework for establishing and adjusting fees in lieu of adopting individual fees within the schedule.

Developed in partnership with 110%, Inc., Parks and Recreation staff, and the Parks and Recreation Commission, the strategy establishes nine service categories with cost recovery goals based on the level of community benefit versus individual benefit. These goals account for the full cost of service delivery and provide staff the flexibility to establish fees using a cost calculator developed by 110%, Inc., actual service costs, market conditions, and operational needs.

The strategy supports The Monarch's established goal of achieving 100% cost recovery within its first five years of operation by allowing revenue generated from higher-recovery services to offset programs and services with greater community benefit. Adoption will allow staff to establish membership and daily admission fees in anticipation of membership pre-sales beginning in November, with additional program and facility rental fees established as services are developed.

The proposed ordinance applies only to The Monarch Financial Sustainability Strategy. The Department-wide Financial Sustainability Strategy is anticipated to be presented for adoption during the FY28 budget process.
