Pflugerville Parkway/Jesse Bohls Improvements Project from Colorado Sand Dr. to Cameron Rd Project.
Summary
The City and the County desire to continue cooperation in the funding of planning, design, and construction of improvements to E. Pflugerville Parkway and Jesse Bohls Drive extending from Colorado Sand Dr. to Cameron Rd. Most of the corridor is within existing right-of-way with exceptions for a portion within the City east of the intersection of E. Pflugerville Parkway and Weiss Lane, and within the County from the 90 degree turn to Cameron Rd. The project will ultimately include securing the required 120’ right-of-way, design and construction of the curb and gutter 4-lane divided roadway with storm sewer, street lights within the City limits and 10-foot wide hike and bike paths. The Project is comprised of approximately 2.5 miles located within the corporate limits of the City and approximately 1.8 miles located within the unincorporated area of the County, which is within the Pflugerville ETJ. In October of 2019 the City and Travis County entered into an Interlocal Cooperation Agreement (ICA) in order to cooperate in the planning, design, and construction of these improvements.
An amendment to the existing E. Pflugerville Parkway/Jesse Bohls Roadway Improvements ICA between the City and Travis County is being considered to provide additional metes and bounds documents for the acquisition of right-of-way and easement parcels necessary for the construction of improvements to East Pflugerville Parkway from Colorado Sand Drive to Cameron Road, and also provide plans, specifications, and estimates (PS&E), and bid phase and construction phase services for the construction of roadway improvements from the City limits to Jesse Bohls Drive. The agreement stipulates the City will provide project management services for the development, design and construction of the project.
The financial obligation for this amendment is that the additional metes and bounds documents and final design PS&E, bid phase and construction phase services for the construction of roadway improvements from the City limits to Jesse Bohls Drive will not exceed $401,348.75 ($40,593.75 City portion, $360,755.00 County portion), and in addition, the City’s management cost will be 5% of the cost of the County’s portion of that cost or $18,037.75.
The amendment to the ICA will also allow the City to facilitate the purchase of ROW and easements required to construct the roadway improvements from the City limits to Jesse Bohls Drive on behalf of Travis County in order to expedite the acquisition process, after which the County will reimburse the City for all approved costs related to the acquisition of each ROW and easement parcel within 30 days of receipt of an invoice.
The Parties intend to amend the ICA in the future to address funding for the remaining engineering design, plans and specifications and construction for the Project.

October 8, 2019, PSA with LJA for preliminary design from Colorado Sand to Cameron Road in an amount $824,160.11 (City portion $390,509.56)
January 12, 2021, PSSA with LJA to provide Plans, Specification and Engineering (PS&E) and construction phase services for the construction of the East Pflugerville Parkway Extension from Weiss Lane to the City’s east city limits in an amount of $355,494.75.
