Conduct a public hearing and consider action to approve a resolution regarding the Community Development Block Grant (CDBG) Annual Action Plan for Program Year 2023.
Summary
The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time. The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding. The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities. The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan.
The proposed 2023 Action Plan will be available for public viewing beginning, Friday, June 23 through Monday, July 25, at the following link https://www.pflugervilletx.gov/cdbg and in print at the Pflugerville Library.
The allocated funding available for actions and activities for the 2023 Program Year is $291,642. This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years. The projects selected will reflect the needs identified by the CDBG Consolidated Plan adopted by City Council in 2019 which emphasizes the need to focus projects on parks, infrastructure (sidewalks, trails, streetlights, roadways) and public service including senior projects and youth programs.
Prior action plans have included a youth scholarship program and various infrastructure projects. Projects like the youth scholarship program, can on make up a maximum of 15% of the CBDG program and must benefit Pflugerville low to moderate income residents. Infrastructure projects have historically made up the balance of the projects funded by CDBG and must benefit low to moderate income areas of the community where more than 43.89% of the residents in the block group are considered low to moderate income.
The PY 2023 Annual Action Plan includes $15,000 for Youth and Senior (62+) scholarships to attend Parks and Recreation Programs, $28,000 for scholarships to attend programs through Workforce Solutions, $234,060 for design of the reconstruction of Parkway Drive, and $14,582 for administration of the CDBG program.
Deadline for City Council Action
Both required public hearings and approval of the Action Plan are requested prior to August 11, 2023, in order to meet submittal requirements imposed by the Federal Department of Housing and Urban Development.
