Summary
Per City Charter, section 9.04 (a), City Council may approve supplemental appropriations where there are revenues available for appropriation in excess of those estimated in the budget.
Per City Charter, section 9.04 (d) At any time during the fiscal year the manager may transfer part or all of any unencumbered appropriation balance among programs within a department, division, or office. Upon written request by the manager, the council by ordinance may transfer part or all of any unencumbered appropriation balance from one department, office, or agency to another.
General Fund: This amendment is necessary to increase appropriations for unforseen expenses associated with the City Manager transition, runoff election, recruitment and an increase in our ride share program. These increases are offset with salary savings from various departments due to vacancies.
Water Wastewater Fund: This amendment is necessary for the purchase of membranes to bring our water treatment process up to a level that would allow for relaxed restrictions.
Utility Debt Service Fund: This amendment is needed to recognize the transfer in from Impact Fee revenue.
General Fund Capital Projects Fund: This amendment is needed to transfer a portion of Impact Fee revenue to the Utility Debt Service Fund to cover a portion of debt service payments.
Vehicle and Equipment Replacement Fund: This amendment is necessary to increase appropriations to cover the replacement of a police vehicle that was repaired after an accident but is no longer available for pursuit. The amendment also includes the replacement of a backhoe that will continue to require high repair bills if not replaced. We have received a quote and are able to use our backhoe as a trade-in.
Meadowlark Preserve PID Fund: This amendment appropriates the amount due to the developer from bond proceeds received in FY25.
Hotel Occupancy Tax Fund: This amendment appropriates the cost of repair to the Heritage House. This would qualify for HOT funds under the preservation category of the code.
