Approving a professional services supplemental agreement with Halff Associates, Inc. in the amount of $272,420 for professional engineering services associated with the 2024 Public Works Pavement Maintenance Program, and authorizing the City Manager to execute the same.

 

Summary

The proposed agenda item requests approval of a Professional Services Supplemental Agreement with Halff Associates, Inc. (Halff) in the amount of $272,420 for professional engineering services associated with the 2024 Public Works Pavement Maintenance Program. This item is supported by the Infrastructure pillar of the Strategic Plan.

 

On January 11, 2022 the City of Pflugerville approved and executed the Professional Services Agreement with Halff for the professional engineering design services for Street Reconstruction Package 1 as part of the 2020 Transportation Bond Program (the “Program”). Package 1 includes the following streets: Applewood Drive, Cedar Ridge Drive, Kay Lane, Meadow Creek Drive, Mountain View Drive, Oak Ridge Drive, Plumbago Drive, W. Custers Creek Bend and 10th Street.

 

During the design phase, staff identified that the adjacencies between the capital program streets and those identified for rehabilitation in the 2023 Public Works Pavement Maintenance Program could lend to efficiencies in project delivery. To avoid disruption from two rounds of construction within the same subdivision, this proposed amendment added the streets in the 2023 Pavement Maintenance Program to the engineer’s work so that the project construction can be bid together, which is now under construction as package 1A. 

 

Similarly, the FY24 Pavement Maintenance Program Street reconstruction projects were programmed with consideration given to less public disruption, timely and efficient project delivery, and fiscal responsibility. This Professional Services Supplemental Agreement is to design the FY24 Pavement Maintenance Street reconstruction projects located just north of the Package 1A project, scheduled to be completed around August of this year. The design being proposed in the agreement being recommended, if approved, is scheduled to be completed in July, allowing the FY24 project to bid and construction to begin in late August. This approach allows for continuous flow of improvements, again with the intent to provide efficient and timely project delivery. 

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.

 

Pflugerville City Council approved a Professional Services Agreement with Halff totaling $467,198.76 at January 11, 2022 meeting.

 

Pflugerville City Council approved a Professional Services Supplemental Agreement with Halff totaling $271,815.93 at October 25, 2022 meeting.
