Approving and authorizing the City Manager to execute a Professional Services Agreement with Brown and Gay Engineers Inc. for the City of Pflugerville Master Transportation Plan (in an amount not to exceed $206,000 per General Capital Reserve FY13) and including additional services for wayfinding development (in an amount not to exceed $7,200) for a total of $213,200.  
 
Summary
The City of Pflugerville Planning, Engineering and Public Works Departments recommend the engagement of Brown and Gay Engineers Inc. for the Master Transportation Plan (MTP).  This project will provide a comprehensive study of the City's thoroughfares to the collector level, develop a transportation model that is compatible with the regional model administered by the Capital Area Metropolitan Transportation Organization (CAMPO), and develop street cross sections and standards.  Professional services for this project are to be performed for an amount not to exceed $206,000 approved through General Capital Reserve funding.  
 
Additional services that may be considered through the course of this project include a roadway impact fee study, wayfinding development and evaluation of the City's downtown parking strategy.  Wayfinding development was approved through the General Capital Reserve Fund (FY 13) in the amount of $25,000 and is recommended to be incorporated as an additional service provided by the Master Transportation Plan. The wayfinding scope, in an amount not to exceed $7,200, will assist in establishing the policies for a city wide wayfinding system and focus specific implementation and schematic requirements for Pecan Street.  The remainder of the funds allocated for this item through the FY 13 General Capital Reserve Funds will be applied to construction and implementation of the wayfinding plan along Pecan Street.  The balance of these funds is equal to $17,800.  
 
The project completion is anticipated in about 8 months, and includes various levels of public involvement.
 
Staff will seek to budget additional funding for the roadway impact fee study and downtown parking strategy to complete these tasks as appropriate.
 
Prior City Council Action
Brown and Gay Engineering Inc was selected as the Engineering Consultant for this project on March 26, 2013.
 
Fiscal Impact
The FY 13 General Capital Reserve Fund allocated $200,000 toward this MTP. The remaining funds will be considered with the Third Quarter Budget Amendments with excess revenues. The FY 13 General Capital Reserve Fund also allocated $25,000 for wayfinding enhancements. The remaining wayfinding funds will be used to implement Phase One of the wayfinding project, focused along Pecan Street.
 
Staff Recommendation
Staff recommends approval, enabling the City Manager to execute the Professional Services Agreement with Brown and Gay Engineers Inc. in a total amount not to exceed $213,200.
