Summary
The City of Pflugerville solicited competitive sealed bid proposals for the East Pflugerville Parkway (Colorado Sand to Weiss Lane) Roadway Project. The project consists of roadway improvements that will extend connectivity and enhance mobility, safety, and access within the City and surrounding region.
The project includes roadway construction with associated paving, grading, drainage infrastructure, and related improvements necessary to support a safe and efficient transportation corridor.
A total of eight (8) proposals were received and publicly opened on March 3, 2026. All eight (8) bids were considered complete and responsive. The bid amounts ranged from $12,572,533.00 to $15,767,113.50. Following a comprehensive evaluation of bid responsiveness, contractor qualifications, and prior construction experience, LJA Engineering, Inc. recommends awarding the construction contract to Patin Construction, Inc. as the lowest responsible bidder offering the best value to the City.
The project will be funded through the City’s Capital Improvement Program.
The improvements will enhance regional connectivity and support the Mobility Infrastructure and Connectivity Pillar of the City’s Strategic Plan by improving roadway safety, resiliency, and traffic flow.
Construction is anticipated to begin following the issuance of the Notice to Proceed, with substantial completion expected within the contract time specified in the construction documents.
Prior City Council Action
City Council approved a Professional Services Agreement with LJA Engineering Inc., for professional services associated with E. Pflugerville Parkway Extension east of Weiss Lane Project in the amount of $355,494.75 on January 12, 2021.
City Council approved a Professional Services Agreement with LJA Engineering Inc., for professional services associated with E. Pflugerville Parkway from Colorado Sand to Weiss Lane project in the amount of $799,886.36 on April 13, 2021.
City Council approved a Professional Services Supplemental Agreement with LJA Engineering Inc., for professional services associated with E. Pflugerville Parkway from Colorado Sand Drive to Weiss Lane project in the amount of $81,235 March 8, 2022.
City Council approved a conditional purchase agreement and associated conveyance documents between Micheal and Louise Stubblefield (Parcel No.4) and the City of Pflugerville as necessary to acquire real property interest for the E. Pflugerville Parkway (Colorado Sand Drive to Weiss Lane) in the amount of $52,291 on February 13, 2024.
City Council approved a conditional purchase agreement and associated conveyance documents between JY properties, LLC (Parcel No 1) and the City of Pflugerville as necessary to acquire real property interest for the E. Pflugerville Parkway (Colorado Sand to Weiss Lane) project in the amount of $82,980 on May 13, 2025.
