Title

Approving the selection of Casa Bella Architects, Austin Texas for professional services associated with the Parks Maintenance Facility at 1849 Park and authorizing the City Manager to execute a professional services agreement in the amount of $137,790.00.

 

Summary

Staff had evaluated three proposals submitted in response to an RFQ posted on February 10, 2021. Proposals were received on March 4th and reviewed by a panel of staff. The results of the evaluation were unanimous in selecting CasaBella Architects as the best proposal for the project. This project is from 2016 Bond funds and is for the design and preparation of construction document for a parks maintenance facility to be constructed at the 1849 Park. The facility will allow the parks department equipment to be protected from the elements and extend the useful life due to decreased degradation from weather and u/v exposure. The design for the facility and subsequent phase to be constructed will also allow for the department’s staff members to gather and conduct meetings as well as provide lockers and restrooms in addition to providing a workspace and storage facilities for goods, equipment and needed supplies and tools. The facility will provide a more centralized location to the overall parks system as the city's facilities continue to expand eastward. The proposed location will be partially screened from the park users yet will have easy access to the park maintenance efforts as well as direct access to the future Melber Lane for staff dispersal to other parks and facilities. The first phase of the project will allow for and provide the creation of a protected and a more secure maintenance yard with structures to cover the departments equipment from the elements and vandalism. The next phase is planned to include the installation of a building to house maintenance tools, work areas, storage for supplies and goods, office and meeting space and restrooms/locker are for the staff. The facility will also include parking space for staff and access to Melber Lane.

 

The funds currently available will allow for a first phase of the improvements of the project and it is anticipated that an additional phase of improvements will be required with the next phase of construction to take place at 1849 Park. This design proposal will allow for the creation and identification of the long-term improvements needed at this location and separating the project into phases as needed for the available funding.
