Summary
This item considers approval of a Professional Services Agreement with MHS Planning & Design in the amount of $296,850 for the development of a comprehensive Master Plan for the Gilleland Creek Trail Corridor.
The Gilleland Creek Corridor is one of the most heavily used and impactful park and trail corridors in Pflugerville, serving a large portion of the community and functioning as one of the primary corridors within the City’s trail system. Spanning more than six miles through the community, the corridor provides a unique and largely uninterrupted experience that is minimally impacted by roadways while connecting several of the City’s most important park spaces. This effort focuses on creating a long-term vision for how the corridor can better serve the community through enhanced amenities, placemaking, and improved user experience.
The proposed planning effort will evaluate existing conditions, identify community needs, and develop a cohesive vision for key parks and spaces along the corridor from east of Grand Avenue to the Recreation Center on Immanuel Road. This includes Picadilly Trail, Windermere Park, Swenson Park, Pfennig Park, Pfluger Park, Gilleland Creek Park, Downtown East and Historic Downtown, and creekside connections to Destination Play at Bohl’s Park, all of which will receive conceptual design and planning considerations as part of this effort.
The scope of work includes robust public engagement, including town halls, Parks and Recreation Commission presentations, and City Council adoption, as well as the development of an interactive engagement platform to gather community input. The consultant will prepare needs assessments, schematic design options, conceptual designs, cost estimates, and phased implementation strategies for the corridor. MHS Planning & Design brings extensive experience in park and recreation master planning, including work with some of the most successful agencies in Texas, as well as specific expertise in trail corridor planning.
The final deliverable will be a comprehensive corridor master plan that includes site-specific concepts, prioritization of improvements, and cost projections to guide future capital investments and funding decisions along this corridor.
This project is a critical next step in implementing the City’s Parks, Recreation and Open Space Master Plan and continuing to invest in one of the community’s most valuable and widely used assets.
This item is supported by the Mobility Infrastructure & Connectivity, Community Amenities & Events, and Community Social Fabric & Neighborhood Character pillars of the Strategic Plan.
Funding for this agreement is included in the adopted FY26 CIP budget.
