Summary
This agenda item is for Halff Associates to provide bidding and construction phase services for the Historic Colored Addition Project.
On February 25, 2020, City Council approved a Professional Services Agreement with Halff Associates to move forward with the infrastructure improvements identified in the Infrastructure and Land Use Study of the Historic Colored Addition Subdivision approved in April 2019. The agreement included a full set of Plans, Specifications, and Estimate (PS&E) for constructing new and upgrading existing streets, utilities, and drainage in the subdivision as recommended. Bid and construction phase services were not included in the original agreement as funding had not yet been identified. The construction funding was recommended and approved through the 2020 General Obligation Bond.
Project design is complete, the project will bid upon completion of right-of-way acquisition and utility coordination and relocations. As part of this agreement Halff will provide continued utility coordination services, bid and construction phase services and construction materials testing.
If right-of-way and utility coordination is completed in August as anticipated, the project bid Package is planned to be ready August 2022, Bid Phase August 2022 to September 2022, Construction Award October 2022. Construction is anticipated to take eighteen (18) months.

City Council approved Resolution Number 1693-19-04-09-0600 regarding the Infrastructure and Land Use Study associated with the Pflugerville’s Historic Colored Addition Subdivision on April 9, 2019.
City Council approved a Professional Services Agreement with Halff Associates, Inc. in the amount of $233,890 for professional services for the Plans, Specifications, and Estimate (PS&E) associated with the Russell Street, Caldwells Lane, Taylor Street, and Lincoln Avenue Project at the February 25, 2020 meeting.
