Discuss and consider action to approve a resolution establishing the name of the new multi-generational recreation center.

 

Summary

The City of Pflugerville is developing a multi-generational recreation center at the corner of Main Street and FM 685 as part of the Downtown East Project to provide essential facilities that will support high-quality community services for generations to come.

 

The Multi-generational center will serve as a vibrant hub for physical health, mental well-being, social connection, youth development, and cultural expression. It will feature four high school-sized basketball courts convertible for pickleball and volleyball, a pool, an indoor turf field, a cardio and fitness area, classrooms, a multi-generational lounge, child watch and indoor playground, event space, an indoor walking/adventure track, and retail space.

 

To establish a distinct identity, the Facilities Subcommittee and Recreation Steering Committee reviewed potential names, ultimately selecting “The Monarch.” This name embodies transformation, endurance, and connection, reflecting the project's commitment to wellness, accessibility, and sustainability while serving as a vibrant hub for recreation, culture, and social enrichment. Additionally, “The Monarch” represents joy, positivity, and new beginnings and serves as an acronym for Movement, Outdoors, Nature, Adventure, Recreation, Community, and Health (MONARCH)-reinforcing the center’s purpose and impact on the Pflugerville community.

 

Prior City Council Action

November 26, 2024 - City Council approved ground lease with Griffin Swinnerton for the development of Downtown East.

November 12, 2024 - City Council approved a resolution for the advanced funding agreement (AFA) with TXDOT extension of Main Street and intersection with FM685.

November 12, 2024 - City Council approved a Purchase and Sale Agreement (PSA) with Griffin Swinnerton for the construction of infrastructure to support the Downtown East project.

November 12, 2024 - City Council approved an update to the Preliminary Development Agreement for the project.

November 12, 2024 - City Council approved a license agreement with Griffin Swinnerton for the development of Downtown East.

August 13, 2024 - City Council approved the rezoning of the Downtown East Project to Planned Unit Development (PUD).

November 28, 2023 - City Council approved a Preliminary Development Agreement for the project.

March 28, 2023 - City Council approved an Exclusive Negotiating Agreement for the project.

January 10, 2023 - City Council approved the selection of Griffin Swinerton and Catellus as the master development team for the Downtown East project.

July 26, 2022 - City Council authorized staff to proceed with the solicitation of a master developer, project funding, a pursuing a request for funding from the Pflugerville Community Development Corporation (PCDC).

May 10, 2022 - The Downtown Community Stakeholder Committee was appointed by City Council and reappointed on June 14, 2022.

April 12, 2022 - Goals were adopted by City Council for the project.

January 25 and February 28, 2022 - Professional Services Agreements were approved by City Council for owner's project representatives and advisor services.
