Title
Approving a change order in the amount of $94,487 for 1849 Park Phase 1B with Joe Bland Construction, LLC., and authorizing the City Manager to execute the same.
Summary
Phase 1B of the project will enhance the park by adding field lighting to the existing football fields and constructing a new parking area with 486 spaces, including 14 that are ADA accessible. The plan also includes stormwater detention improvements to support both current and future park amenities, along with new landscaping and irrigation to improve the overall appearance and functionality of the site.
This item requests approval of Change Order No. 2 in the amount of $94,487 with Joe Bland Construction, LLC, for the 1849 Park Phase 1B project. The change order addresses necessary modifications to the parking lot construction scope based on updated geotechnical findings. Specifically, the adjustment accounts for additional lime required to stabilize on-site soils and ensure long-term pavement performance. This change is essential to meet construction standards, reduce future maintenance needs, and protect the City’s investment in the project.
As part of standard quality control, geotechnical testing was conducted during construction to verify actual soil conditions and confirm that stabilization measures would meet the project’s performance specifications. While a 5 percent lime content had been assumed in the 2016 geotechnical report for estimating purposes, on-site testing revealed that a higher percentage was needed to achieve the required level of stabilization.
This level of detailed testing is typically deferred to the construction phase to ensure results reflect actual, in-place conditions. Field conditions often vary across a site, and construction activities can expose soil layers not identified during earlier investigations. Performing geotechnical testing during construction allows for more accurate evaluation and ensures that soil treatment is properly tailored to site-specific needs, supporting long-term performance.
Lime stabilization is a critical step in parking lot construction, particularly in clay-rich soils. It increases load-bearing capacity, reduces shrink-swell behavior due to moisture fluctuations, and significantly enhances pavement durability. Properly stabilized subgrade helps prevent cracking, settlement, and costly repairs over time.
Based on the findings, an adjustment was made to increase the lime quantity in accordance with geotechnical recommendations. This change ensures compliance with engineering specifications and directly supports the City’s goal of reducing long-term maintenance and operations costs. It is supported by field data and reflects a sound investment in infrastructure longevity.
Approval of this change order will increase the construction contract total to $2,911,440.69 and add two (2) calendar days to the construction schedule.
This item is supported by the Infrastructure pillar of the Strategic Plan.
