Summary
The proposed agenda item is a follow up to the previous April 13, 2021 City Council meeting as Vanir Construction, the Bond Program General Consultant (GC) and the City's Selection Committee completed the first round for recommending selection of consultants associated with the voter-approved 2020 Parks Bond Program. Beginning April 28th the City of Pflugerville submitted an advertisement to paper and on May 5th completed a release for qualifications from qualified engineering firms to provide professional engineering services associated with the Parks Bond. Statements of Qualifications (SOQs) were submitted on May 21st.

The City of Pflugerville solicited requests for qualifications from engineering firms for services associated with three of the 2020 Parks Bond Program (the “Program”) Projects. City staff received sixteen (16) SOQs which were reviewed, scored and ranked, based on the evaluation criteria in the RFQ, as the SOQ is worth up to 100 points, and the interview is worth up to 20 points. These two scores added together, and the team with the highest total of these two scores would result in the recommended selected firm. The City's Selection Committee determined the results of the SOQ scoring and ranking did not require interviews to further evaluate the team's experience so Project assignments were determined by the firm’s unique qualifications and project preference. City staff provided recommendations to Vanir to proceed with development of Scope and Fee for a professional services agreement with each firm individually based on project assignments.
Staff recommends the selection of Dunaway Associates, LLC. for professional services associated with the Kelly Lane Park and Murchison Mallard Park Projects.
Kelly Lane Park design and construction may include a trail head, nature trail, play area, multi-purpose field, playscape expansion, hike & trike trail, a pedestrian bridge, and a possible mound/BMX park.
Murchison Park/Mallard Pond Park design and construction may include a few different improvements to existing amenities. The park will need additional parking to accommodate the popularity of the existing splash pad. The trike track can be expanded to accommodate children learning how to ride their bikes. The playscapes can be expanded to include play elements for all ages. The orchard can grow to include a community garden.

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.
City Council approved the selection of Vanir Construction to provide general consulting services associated with the 2020 General Obligation Bond Parks (Prop B) Projects at the January 26, 2021 meeting.
City Council approved a professional services agreement with Vanir Construction to provide general consulting services associated with the 2020 General Obligation Bond Parks (Prop B) Projects at the April 13, 2021 meeting.
