Summary
This agenda item requests approval of a professional services agreement with Terracon Consultants, Inc. in the amount of $931,289 for Construction Materials Testing services associated with the Wilbarger Creek Regional Wastewater Treatment Facility project. This agenda item supports the Infrastructure pillar of the Strategic Plan.
Construction Materials Testing services are required to support the Water Treatment Plant Expansion project. The City solicited requests for qualifications from engineering firms to assist the City in professional Construction Management and Inspections, Commissioning, Startup and Inspections, and Geotechnical Engineering - Construction Materials Testing services assistance for Capital Improvements Projects in December 2022. City staff received twenty-four (24) statements of qualifications (SOQ’s). After an evaluation of written statements of qualifications, City staff determined Terracon Consultants, Inc. to be the best qualified and able to perform services for this project.
The scope of the work includes the observation, material testing and documentation of construction activities to maintain compliance assurance with construction specifications. This work includes certified field technicians and project materials testing oversight for the duration of the construction activities. The specific tasks include:
• Project management and attendance at construction progress meetings to ensure adherence to project activities
• Steel reinforcement, concrete placement, structural masonry observation and testing,
• Cast in Place structural foundation and building foundation observation and testing
• Compaction tests on utility construction,
• Observation of proof rolling operations, pavement subgrade sampling,
• Detention facility soils testing
• Quality assurance testing of concrete.
Prior City Council Action
September 22, 2020 Council approved selection of Garver for services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project.
October 27, 2020 Council approved a professional services agreement with Garver in the amount of $1,650,192 for conceptual design phase services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project.
February 11, 2020 City Council approved a professional services agreement with CP&Y in the amount of $479,944 for owner's representative services associated with the Wilbarger Creek Wastewater Treatment Plant Facility Project.
June 22, 2021 Council approved a professional services agreement with Garver in the amount of $7,896,181 for full design phase services associated with the Wilbarger Creek Regional Wastewater Treatment Facility Project.
On July 12th, 2022, Council approved a resolution authorizing the use of the Competitive Sealed Proposal (CSP) procurement method for the Wilbarger Creek Regional Wastewater Treatment Facility (WCRWWTF) Project, including the Pre-Selection of vendors for major treatment process equipment.
On September 27, 2022, Council approved a resolution authorizing the pre-procurement of UV Disinfection Equipment with Trojan Technologies in the amount of $655, 520.
On January 10th, 2022, City Council awarded a pre-procurement contract to T. Morales Company Electrical and Controls, Ltd. to supply Electrical Equipment for the WCRWWTF in the amount of $7,106,645
On March 14, 2023, City Council awarded a pre-procurement contract to Alterman, Inc. to supply Generator Equipment for the WCRWWTF in the amount of $1,667,229.
