Summary
The City is considering Professional Supplemental Service Agreement (PSSA) to account for updated hourly rates and additional project efforts required for construction administration and materials testing.
The original PSSA, executed on February 25, 2020, includes hourly rates that are now outdated because of the five year time gap to date. With the project now extending into 2027, Halff Associates has revised their hourly rates to reflect the duration of the project. The adjustments include reassigned staff hours, city-requested services under Phase 1200 for additional design, and updated rates for Phase 900: Utility Coordination & Phase 1000: Construction Material Testing, while maintaining the scope of work outlined in the initial contract dated February 25, 2020.
Approving this Professional Services Supplemental Agreement ensures the project remains on track with necessary funding adjustments to support its successful completion by the summer of 2027.

City Council approved a professional services supplemental agreement with Halff Associates, Inc. in the amount of $175,159 for bid and construction phase services associated with the Historic Colored Addition Subdivision Streets: Russell Street, Caldwells Lane, Taylor Street, Grant Street and Lincoln Avenue Project at the July 26,2022 meeting.
City Council approved a Professional Services Agreement with Halff Associates, Inc. in the amount of $233,890 for professional services for the Plans, Specifications, and Estimate (PS&E) associated with the Russell Street, Caldwells Lane, Taylor Street, and Lincoln Avenue Project at the February 25, 2020 meeting.
