Summary
The proposed resolution approves the selection of the Biehle property as the preferred site for a potential future Pflugerville Animal Welfare Services (PAWS) Animal Shelter.
The existing PAWS facility has faced persistent challenges, such as flooding, overcrowding, limited staff workspace, inadequate break areas, and HVAC issues. A new shelter will allow the City to improve animal care, expand programming, and create a better experience for staff, volunteers, adopters, and the community. At the August 11, 2026 Council meeting, Council requested staff evaluate the Biehle Property and Pfennig locations.
Staff recommends approval of the Biehle property, located on the west side of Lake Pflugerville on Becker Farms Road. The City of Pflugerville acquired this property in 2003 during development of Lake Pflugerville. According to Travis County CAD records, the primary structure on the site is a single-family home built in 1950.
The site includes approximately six developable acres with opportunities for future expansion to the north. The Animal Shelter will not occupy the entire tract, leaving the balance available for future parkland or other development at the discretion of City Council. Its proximity to Pflugerville Parkway and Lake Pflugerville provides convenient access for visitors, adopters, volunteers, and residents seeking lost pets. The connection to Lake Pflugerville also offers ideal outdoor space for dog walking and community engagement activities. As the City continues to grow eastward, this area is expected to become a central location within Pflugerville. Utility extensions will be required for this property including wastewater. On the east side of the property, an existing 12 inch water line is located across Becker Farms, while the west side along Hidden Lakes will require a water line extension.
Staff also evaluated a tract off Pfennig as a potential shelter site; however, that location was determined unsuitable due to its limited size (two acres) and the inability to acquire neighboring property. An animal shelter requires adequate land not only for the building and parking but also for outdoor play areas and shaded walking trails that support animal well-being and reduce stress, particularly for long-stay animals.
After evaluating both options, staff recommends the Biehle tract as the selected site.
Funding for design of a potential future Animal Shelter was included in the FY27 Budget General Capital Projects. Site selection is the first step in the process. Staff anticipates bringing forward a design contract for the new PAWS Animal Shelter at the October 27, 2026 City Council meeting.
