Professional Services Agreement with Pape-Dawson Consulting Engineers, LLC , Inc  in the amount of $3,219,473.35 for professional engineering services associated with TR2904 - Old Austin Hutto Road Extension and Pfennig Lane Extension to E. Pecan Street Project.

 

Summary

This agenda item requests approval of a Professional Services Agreement (PSA) in the amount $3,219,473.35 for Pape-Dawson Consulting Engineers, LLC , Inc to provide comprehensive engineering, environmental, surveying, geospatial mapping, and PS&E (100% Design) services associated with the TR2904 - Old Austin Hutto Road and Pfennig Lane to East Pecan Street Extensions project.

 

The project will construct a new urban three-lane roadway section extending from south of Town Center Drive to E. Pflugerville Parkway and/or Pfluger Farm Lane, including connectivity improvements between E. Pflugerville Parkway and Pfennig Lane. Once constructed, the corridor will function as a relief route for FM 685 and improve overall mobility, connectivity, and traffic distribution within the City.

 

Under this agreement, the consultant will provide full project management and coordination services, including schedule management, quality assurance and quality control (QA/QC), stakeholder coordination, progress reporting, public involvement support, and coordination with City staff, developers, and utility providers throughout the design process.

 

The scope of work includes schematic development and final PS&E design services for roadway geometry, drainage systems, stormwater infrastructure, bridge elements, retaining walls, illumination, pedestrian facilities, and shared-use path accommodations. The consultant will also prepare associated cost estimates, engineering analyses, and construction documentation necessary to advance the project toward future construction phases.

 

The agreement further includes environmental compliance services required to support project development and future permitting efforts, including endangered species evaluations, Waters of the United States delineation, environmental site assessments, cultural resource coordination, and regulatory compliance documentation associated with federal and state environmental requirements.

 

Additionally, the consultant will perform design survey and geospatial mapping services, including aerial LiDAR acquisition, topographic surveys, control establishment, planimetric mapping, right-of-entry coordination, and preparation of preliminary right-of-way acquisition documents necessary to support accurate roadway and drainage design.

 

This project supports the City’s Strategic Plan and Comprehensive Plan by providing safe, resilient, and connected transportation infrastructure for the community. The project originated from recommendations identified in the 2020 Transportation Master Plan and was subsequently incorporated into the FY21 Capital Improvement Program (CIP).

 

 

This item is supported by the Mobility Infrastructure & Connectivity, and Economic & Business Development pillars of the Strategic Plan.
