Summary
This agenda item request approval of a professional services agreement with Carollo Engineers in the amount of $6,942,173 for Construction Management and Inspection Services. This item supports the infrastructure pillar of the Strategic Plan, by expanding the City’s water treatment capacity to meet current and future growth.
In November 2022, Council approved the construction of the Water Treatment Plant. The construction has commenced and is on schedule. This Agreement will provide professional engineering services to perform construction management and inspection services on this landmark construction project, to ensure that construction is conducted to the quality standards required by the regulatory agencies, and the city.
The City solicited requests for qualifications from engineering firms to assist the City in professional Construction Management and Inspections, Commissioning, Startup and Inspections, and Geotechnical Engineering - Construction Materials Testing services assistance for Capital Improvements Projects in December 2022. City staff received twenty-four (24) statements of qualifications (SOQ’s). After an evaluation of written statements of qualifications, staff shortlisted four (4) firms, and conducted interviews. Upon selection, references for the prime consultant and subconsultants were checked with positive responses. The most qualified consultant to perform construction management, commissioning and inspection services for this Project is Carollo Engineers.
The Carollo Engineers scope of work includes:
• Construction management oversight and construction inspection via on-site representatives for monitoring of daily construction activities,
• Facilitation of construction progress meetings,
• Trouble shooting of construction issues and requests for information,
• Expediting of material and equipment submittals reviews,
• Project construction documentation,
• Pay application analysis and audit,
• Water Plant start up and commissioning oversight,
• Oversight of substantial completion and punch list,
• Final completion and warranty support.
This contract will match the construction duration of thirty (30) months.

September 14, 2021 - City Council approved a resolution approving Competitive Sealed Proposal method of project delivery for the Water Treatment Plant Expansion.
January 25, 2022 - City Council approved a contract with Memcor/Dupont to supply membrane filters for the Water Treatment Plant Expansion Project.
May 10, 2022 - City Council approved a contract with Alterman Inc.to supply electrical equipment for the Water Treatment Plant Expansion Project.
November 8, 2022 - City Council approved a construction contract with PLW Waterworks for the construction of the Water Treatment Plant Expansion to 30 MGD.
February 28, 2023 - City Council approved a contract with Evoqua Water Technologies Canada, Ltd. To supply Arch Supported Membrane Covers for the Water Treatment Plant Expansion Project.
