Discuss and consider action to award the construction contract for the Lake Pflugerville North Shore Parking Expansion project to Austin Constructors LLC, determined by staff to be the lowest responsible bidder of 7 bids received on Monday November 22, 2013, in the amount of $129,834 and authorizing the City Manager to execute the contract agreement and authorizing the City Engineer to execute the Notice of Award and Notice to Proceed.
Summary
The Lake Pflugerville North Shore Parking Expansion project is intended to provide an additional 37 new parking spaces, one proposed handicapped concrete parking space, additional sidewalk and two new parking lights for the Lake Pflugerville North Shore parking lot.
Construction is expected to begin February 2014 with completion projected for early April 2014. The attached “Lake Pflugerville North Shore Parking Tabulation of Bids” includes the base bid values. Staff received a base bid from Walbridge Construction LLC in the amount of $118,292.95; however, this bid is not recommended for selection. In accordance with the Texas Local Government Code Section 252, City staff reviewed all bids to determine the best value for the City. Per section 252 of the local government code factors such as purchase price, reputation of the bidder, quality of the bidder's goods and services, extent to which the goods meet the municipality’s needs, bidder's past relationship with the municipality, impact of ability of municipality to comply with laws and rules of HUB and nonprofit organizations employing people with disabilities, and any relevant criteria specifically listed in the request for bids can be used in the selection of a responsive bidder. Based on the above criteria, specifically quality of the bidder's good and services, the bidder's past relationship with the City and the long term cost to the City, staff is recommending award of the construction contract to Austin Constructors, LLC in the amount of $129,834.
Status
The project was advertised for bids on November 8, 2013. Seven bids were received and opened on November 22, 2013.
Deadline for City Council Action
Staff is requesting approval on January 14, 2014.
Fiscal Impact
The project funding is from the FY 2013 General Capital Reserve.
Staff Recommendation
The Engineering Department recommends awarding the contract for the Lake Pflugerville North Shore Parking Expansion project to the lowest responsible bidder, Austin Constructors LLC, in the amount of $129,834.
