Summary
Since fiscal year 2011, the City of Pflugerville has solicited sealed bids for contractual mowing for both parks and rights-of-way. The bid information and bid tabulation sheet for the rights-of-way contractual mowing are attached to this agenda item. References, insurance and other information requested in the bid packet have been checked and verified by staff.
The lowest bid for the contractual mowing of rights-of-way was $56,056.85 from International Building Services. A subsequent agenda item recommends awarding the contract for parks mowing to International Building Services.
The Street Department evaluates the areas of the City that they are responsible for mowing and modify the acreage annually. The right-of-way areas that are proposed for this contract are the same areas as in previous years - approximately 78.69 acres. Privatizing this effort has been very successful for the City as the mowing is being done at less cost than has been calculated using city personnel. Using enhanced methods of reaching qualified bidders has increased interest among contractors in the city's bid. The proposed cost per acre to mow rights-of-way in the International Building Services proposed bid is identical to the amount paid in fiscal years 2013- 2015 - $39.50.
Deadline for City Council Action
Staff would ask the Council to authorize this action at this meeting in order to expedite the issuance of the purchase order.
Fiscal Impact
The expense for contractual mowing of rights-of-way is included in the fiscal year 2016 budget in the Streets department maintenance contract line item.
Staff Recommendation
Authorize the City Manager to execute a one year, with the possibility of two annual renewals, contract to International Building Services in the amount of $56,056.85.
