Title

Approving a work authorization (2016-1) with Freese and Nichols, Inc. in the amount of $108,061 for professional services associated with a Wastewater Treatment Plant (WWTP) assessment and coordination with the Texas Commission on Environmental Quality (TCEQ) for an uprating of the capacity, a renewal of the WWTP’s Stormwater Permit and a renewal of the WWTP’s Risk Management Plan and authorizing the City Manager to execute the work authorization.

 

Summary

This work authorization provides for a WWTP assessment and coordination with TCEQ for an uprating of the capacity, a renewal of the WWTP’s Stormwater Permit and a renewal of the WWTP’s Risk Management Plan.  This work is included in the scope of the five-year agreement approved at the October 11, 2016 meeting which provides for engineering consulting services associated with capital improvements and operational issues at the City’s Wastewater Treatment Plant.

This work authorization has been reviewed and approved as to form by the City Attorney.

Status
City staff has negotiated with Freese and Nichols, Inc. to establish a scope and fee for these services.

 

Previous City Council Action

At the October 11, 2016 City Council meeting, a five-year agreement was approved for engineering consulting services associated with the City’s Wastewater Treatment Plant. At the June 28, 2016 City Council meeting, Freese and Nichols, Inc. was selected as the most qualified engineer from the firms that submitted Statements of Qualifications (SOQs.)

 

Fiscal Impact

Funding for Wastewater Treatment Plant consulting engineering is a combination of the professional services account in the Utility Administration operating budget and the Wastewater Treatment Plant Expansion capital improvement project funding which was included as a part of the approved 5-Year Utility Capital Improvement Program.  The capital project funding is projected to be a combination of wastewater impact fees and utility bond funds.

 

Staff Recommendation

Staff recommends approval of the work authorization (2016-1) for professional engineering services with Freese and Nichols, Inc. associated with capital improvements and operational issues at the City’s Wastewater Treatment Plant.
