Summary
The City of Pflugerville seeks approval of a six-year Services Agreement with Rec Technologies, Inc. for the Rec.US recreation management platform. Memberships, reservations, programs, point-of-sale transactions, payment processing, financial reporting, customer communications, event ticketing, and other services connected to the Monarch Recreation Center will operate through Rec.US.
Rec.US provides a modern, customer-focused experience that is significantly more advanced than the current customer-facing platform. Its design mirrors technology residents already use through online shopping and reservation platforms such as Airbnb, making it easier for customers to browse services, compare options, complete purchases, manage accounts, and interact with the Monarch Recreation Center online.
Implementation includes system configuration, staff training, design and branding assistance, launch marketing, and go-live support. The implementation period is expected to take approximately three to four months, allowing the system to support Monarch Recreation Center membership presales and facility operations.
The agreement includes a one-time implementation fee of $50,000 and no annual platform fee during the first contract year. Annual platform fees begin at $96,000 and increase by five percent annually during the remaining term. The total fixed implementation and platform fees over the six-year agreement are $580,460. Transaction-based payment processing and ticketing fees, along with optional hardware and signage, are priced separately under the agreement.
The adopted Monarch Recreation Center budget currently includes $30,000 for recreation software and $135,000 for credit card processing fees, for a combined budgeted amount of $165,000. The projected cost of Rec.US is lower than the combined amount currently budgeted for recreation software and credit card processing, allowing the City to implement a more modern customer-facing system while remaining within the approved Monarch operating budget.
The City will purchase the services through OMNIA Partners, Public Sector Contract No. R240303, with Carahsoft Technology Corp. serving as the authorized reseller. Purchasing through this cooperative contract satisfies the City’s competitive purchasing requirements, meaning a separate solicitation and additional bids are not required. Information Technology, Purchasing, and Finance have reviewed the proposed system and purchasing approach and cleared the department to move forward with Rec.US.
This agreement supports the Pflugerville Strategic Plan 2026-2030 by modernizing City operations, strengthening financial accountability, and improving the customer experience. It also supports the City’s plans for the Monarch Recreation Center by providing the technology needed to manage memberships, programs, reservations, payments, and facility operations.
Staff recommends approval of the six-year Services Agreement with Rec Technologies, Inc. for the Rec.US recreation management platform and authorization for the City Manager to execute the same.
