Summary
This Interlocal Agreement with Travis County has been included on the agenda related to improvements at the intersection of Pecan Street and Cameron Road as recommended in the 1849 Park Project Traffic Impact Analysis (TIA) completed in 2019. City coordinated with Travis County with scoping and results of the TIA and the TIA identified a turn lane into the park entrance and improvements at the intersection of Pecan Street and Cameron Road were necessary as part of the 1849 Park Phase 1 project. City completed construction for installation of the turn lane improvements in 2020 and began coordination with Travis County regarding the necessary intersection improvements for re-alignment of Cameron Road at Pecan Street to provide an all-way stop intersection. Due to planned future improvements on Cameron Road, Travis County and the City concurred that only interim improvements were necessary to the intersection at this time.
Currently, the existing alignment for Pecan at Cameron Road is a Y-intersection which seems like a fork-in-the-road with a three-legged section, the drivers on one road segment proceed uninhibited while the drivers on the second road segment must come to a complete stop and look in both directions for incoming traffic before pulling out onto the other road. Traffic traveling NB on Cameron Road have continuous flow onto Pecan Street while traffic traveling NB on Pecan Street have a stop condition. Traffic planning to travel south on Pecan Street from Cameron Road have a yield condition at the intersection while southbound traffic on Pecan Street have the right of way. The proposed design plans provide for converting the Y-intersection into an All-Way Stop controlled intersection, in which motorist in all directions as a safety improvement until future roadway widening and improvements.
The proposed Interlocal Cooperation Agreement is a collaborative effort between the City and Travis County as a cost-effective means for reconstructing the intersection without the need for City to requests bids from general contractors. Travis County has agreed to perform the construction and the City responsible for reimbursement to the County for material and a small administrative fee in the amount of $8,411.88.
