Summary
The proposed agenda item is to approve a Work Authorization with Seven Arrows Land Staff, Inc. to provide right-of-way and appraisal services for the 27-inch Kelly Lane Wastewater Interceptor Project (Project). This Project is identified in the 2021 Water and Wastewater Master Plan Update, was approved by City Council at the May 2021. This item supports the Infrastructure pillar of the City’s Strategic Plan by expanding the City’s water and wastewater capacity for present and future needs.
The project design phase began in August 2022, and has progressed to pipeline route selection. Property appraisals and right of way acquisition are next scheduled tasks to maintain the project schedule.
The Seven Arrows Land Staff, Inc., scope of work includes appraisals on twenty-three (23) parcels identified within the Project limits. A single contract for the 23 parcels will provide conformity and consistency to the appraisal process. Appraisals are anticipated to begin in May 2023 and be complete within twenty-four weeks. The City’s right of way acquisition coordination with the affected property owners will be initiated during this time.

July 26, 2022, PSA with Walker Partners, LLC to provide Preliminary Engineering services for the 27” Kelly Lane Wastewater Interceptor in the amount of $860,343.00.
