Approving a resolution of the City of Pflugerville, Texas authorizing the City Manager to execute an Agreement for a Local On-System Improvement Project (LOSA) with the Texas Department of Transportation (TxDOT) for roadway work associated with the FM 685 at Pecan Street intersection improvement project.
Summary
The Texas Department of Transportation requires approval of a Resolution and execution of a Local On-System Agreement (LOSA) prior to authorizing the City to perform work within the State right of way. The LOSA is used by TxDOT for construction projects within State right of way when the local government proposes to perform and fund all elements of the project. TxDOT approval grants the City of Pflugerville the ability to work within the State right of way to construct the intersection improvements at Pecan Street, a TxDOT roadway known as FM 1825, and FM 685. The City is responsible for the full cost of managing and performing all engineering and construction activities for the project. Authorizing the City Manager to execute the LOSA allows TxDOT to approve the proposed improvements prior to commencement of construction.
City staff has been coordinating with the TxDOT North Austin Area Office on the project for concurrent reviews of approval of the project plans and specifications prior to authorization of work. The City will be required to obtain TxDOT approval prior to selection of the contractor and award of the construction contract for the project. The preliminary construction estimate for the project is $2,491,900, which will be the responsibility of the City. In addition, the design costs of $416,276.55 are the responsibility of the City and were previously approved and funded by City Council in January 2020. In determining that the proposed on-system improvements are of significant operational benefit, TxDOT is proposing to provide $116,328 in direct costs and $131,451 in indirect costs as part of the LOSA.The current project schedule, as provided to TxDOT with the LOSA, has a proposed bidding date of August 2020. As previously discussed with City Council on January 28, 2020, the project includes a modification to the configuration of the Pecan Street and FM 685 intersection to provide operational improvements, including construction of a crossover displaced left turn lane, also called a continuous flow intersection or CFI. A CFI is an alternative design for a traditional four-legged intersection. A CFI is an innovative intersection that allows vehicles to travel efficiently through an intersection, which enhances safety and increases traffic flow through intersections by allowing left-turning traffic and through-traffic to move simultaneously. Refer to the Exhibit, TxDOT FACT SHEET for more information on CFIs.
This project has also been planned and programmed through coordination with the Project Charm Development, as the proposed improvements serves to provide some congested relief at the intersection.
Prior City Council Action
City Council approved a professional services supplemental agreement with Pacheco Koch Consulting Engineers, Inc. in the amount of $416,276.55 for professional engineering services associated with the Pecan Street Intersection Improvements at FM 685 Project on January 28, 2020.
