Approving a professional services contract with WSB in the amount of $156,136 to provide facilitation and technical advisory services for consideration of a 2026 bond program, and authorizing the City Manager to execute the same.

Summary

Approval of a contract with a professional services firm to facilitate a community-driven bond planning process that advances the City’s Strategic Pillars and long-term vision. The firm will support a resident-led Capital Improvement Bond Committee by facilitating public engagement, providing technical and financial analysis, and developing a prioritized list of bond-eligible projects and recommended bond amounts. The bond planning effort will focus on transportation, downtown, parks, and facilities, aligning with adopted City plans by advancing mobility and connectivity, strengthening downtown vitality, expanding community amenities, and ensuring civic facilities keep pace with growth. Use of an independent facilitator ensures a transparent, data-informed process that reflects community priorities while supporting Pflugerville’s vision of being a Connected Smart City.

 

WSB has a long history of successfully supporting cities through comprehensive bond programs and by providing technical and non-technical experts who supplement client staff across nearly every aspect of city government, including planning, development, engineering, management, construction, and execution. The WSB team brings extensive Central Texas experience, including bond services in Buda, design services in Hutto, development reviews in Georgetown, and corridor planning services in Williamson County, as well as projects throughout the Pflugerville area. WSB has experience that spans the full project lifecycle including project selection, feasibility, funding strategies, technical design, execution, and construction oversight. WSB has also served as City Engineers and Directors of Public Works, giving their team a strong understanding of the needs and requirements of municipalities, stakeholders, elected officials, and staff.

 

This item supports the second pillar of the City’s strategic plan, Mobility, Infrastructure, and Connectivity, by advancing the delivery of transportation, downtown, animal shelter, park, and trail facilities that improve connectivity, foster social interaction, and enhance overall quality of life.
