Authorize the City Manager to execute a contract for contractual mowing of specific rights-of-way with Cat's Landscaping in the amount of $53,024.80
 
Summary
For the third consecutive year, the City of Pflugerville has solicited sealed bids for contractual mowing for both parks and rights-of-way.  The bid information for the rights-of-way contractual mowing and the bid tabulation sheets for the rights-of-ways and parks bids are attached to this agenda item.  References, insurance and other information requested in the bid packet have been checked and verified by staff.  The contract for the parks mowing has already been awarded by staff to Maldonado Nursery in the amount of $28,216.09.  
 
The lowest bid for the contractual mowing of rights-of-way was $53,024.80 from Cat's Landscaping.  Since this amount is over $50,000, the City Council must approve the bid and award the contract.  
 
Both departments evaluate the areas of the City that they are responsible for mowing and modify the acreage annually.  The 2013 bid for the rights-of-way mowing substantially increased the acreage that is being contractually mowed.  Privatizing this effort has been very successful for the City as the mowing is being done at less cost than has been calculated using city personnel.  Using enhanced methods of reaching qualified bidders has increased interest among contractors in the city's bid.  The cost per acre to mow parks facilities has decreased from $45.00 per acre last year to $36.75 per acre in the current contract.  The cost per acre to mow rights-of-way has decreased from $50.00 per acre in 2011 and 2012 to $39.50 in the current proposed contract.
 
Deadline for City Council Action
Staff would ask the Council to authorize this action at this meeting in order to expedite the issuance of the purchase order.
 
Fiscal Impact
The amount of the contracts, $53,024.80 for rights-of-way and $28,216.09 for parks are included in the fiscal year 2013 budget in the Streets and Parks department maintenance contract line items, respectively.
 
Staff Recommendation
Authorize the City Manager to execute a one year, with the possibility of two annual renewals, contract to Cat's Landscaping in the amount of $53,024.80.
