Title

Approving a contract with Texas Materials Group, Inc. in the amount of $1,709,536.83 for construction associated with the Heatherwilde Phase III project, and authorizing the City Manager to execute the same.

 

Summary

The full scope of work and project limits for this project includes rehabilitation of Heatherwilde Boulevard from South of the Post Office to approximately 300 feet North of Wells Branch and is divided into a base bid and bid alternate as listed below. 

 

Base Bid:

South Heatherwilde Boulevard from the Post Office to 1200 South Heatherwilde Boulevard

 

Bid Alternate:

South Heatherwilde Boulevard from 1200 South Heatherwilde Boulevard to approximately 300 feet North of Wells Branch.

 

As part of the City’s Pavement Maintenance Program, Council approved the design for the first phase of the Heatherwilde roadway improvements at the July 28, 2020 Council meeting. This included design for all residential roadways and Heatherwilde Boulevard North of Pecan to Pfennig Lane. Staff subsequently was able to complete design and construction bidding for the first phase of the Heatherwilde project and recommend awarding the construction contract at the September 22, 2020 Council meeting where it was then approved.

 

At the January 12, 2021 work session, staff provided an update to Council regarding the City’s Pavement Maintenance Program and 5 year roadway project plans which included showing Heatherwilde Phase I project as well as others through the end of 2025 including Heatherwilde Phase II taking place in fiscal year 2021. In preparation of the 2021 project, staff brought forward an Engineering Services agreement at the April 13, 2021 Council meeting which included not only design for Heatherwilde Boulevard South of Pecan but also project management and coordination, and bid services for Heatherwilde Phase II.

 

Again on October 12,2021, staff provided the annual update to Council on the five-year plan which while providing the planned projects for the coming years also provided an update to the Heatherwilde roadway improvements project and that the third and final phase of construction will be brought forward at an upcoming Council meeting for consideration.

 

Previously, staff planned for Phase III of the Heatherwilde roadway improvements project limits to include South Heatherwilde Boulevard from the post office, headed South and ending at Wells Branch. In order for the project limit to end at Wells Branch, traffic control for construction would need to be placed on South Heatherwilde, South of Wells Branch which is outside of the Pflugerville City Limits. In consideration of keeping the project moving forward, allowing for coordination for traffic control placement outside the City limits, and identifying the cost for including the additional 300 feet to Wells Branch, staff bid the project and received two bids.

 

The attached bid tabulation shows the bid in which Texas Materials Group was the low bidder with the base bid of $1,306,149.46 and bid alternate of $403,387.37 for a total bid of $1,709,536.83.

 

The opinion of probable construction cost for the base bid and bid alternate provided by the Engineer consultant totaled $1,997,826.50. Using the low bid unit cost, the additional 300 feet to end the project limits at Wells Branch would increase the project cost by $83,748.82. In order to complete the full limits of the project, staff will be bringing a recommendation to Council at the May 24, 2022 Council meeting to amend the agreement to include the additional 300 feet in the amount of $83,748.82. While the total project construction cost will be $1,793,285.65, it is considerably under the engineer’s opinion of probable construction cost.

 

If approved, this project would begin following PfISD school year ending May 26, 2022 and the project duration would be 60 days to final completion.
