Title

Approving an Ordinance on second reading with a caption reading: An Ordinance amending the City of Pflugerville Code of Ordinances Title XV Land Usage, Chapter 153, Planning, by repealing and replacing the 2015 Reclaimed Water Master Plan adopted by Ordinance 1198-15-01-27 and as referenced in the adoption of the Aspire Pflugerville 2040 Comprehensive Plan by Ordinance No. 1545-22-04-26; providing for severability; and providing an effective date.

 

Summary

The City has put forth tremendous efforts to update our water usage needs over the next 20 years and one component when looking at water supply resources is to explore the need to utilize treated wastewater effluent (Reclaimed Water) within it’s water portfolio.  The City is looking to prepare for growth and ensure infrastructure resiliency in accordance with their Strategic Plan by expanding their reclaimed water system and mitigate continuing potable water demand strains.  City staff have worked collaboratively with the reclaimed water master planning consultant, Quiddity, to identify where the City’s current and future customers are and what their needs could be for reclaimed water.  During this evaluation, multiple areas within the City were found to be ideal candidates to expand the City’s current reclaimed water system that only serves the Northeast Metro Park currently.  This master plan developed the list of 5- and 10-year projects in order to minimize the City’s need to provide potable water for non-essential services such as irrigation for the City’s existing water customers. 

 

Adoption of the Reclaimed Water Master Plan will allow the City to maintain the current infrastructure and prepare for service demands as the City and reclaimed water system continues to grow.

 

This master plan update achieves two of the strategic goals set forth by City Council.  By adopting the master plan, we help support the Economic Development pillar by planning for growth within the City by minimizing our need on potable water supplies and provide an option for a more economical irrigation water supply.  The adoption of the master plan will also support the Infrastructure pillar of the Strategic Plan as it will be planning and constructing infrastructure that will prepare the City of Pflugerville for it’s future growth needs in both an economically and environmentally sustainable way. 

 

The updated Reclaimed Water Master Plan was approved unanimously by the Planning and Zoning Commission at their regular meeting on July 17, 2023.
