Approving a professional services supplemental agreement with Kimley-Horn in the amount of $280,870 for services associated with optimizing traffic signal timing plans city-wide, and development of traffic signal timing plans at each of the City's traffic signals, and authorizing the City Manager to execute the same.
Summary
The city currently operates and maintains 46 traffic signal locations that are controlled by 41 traffic signal cabinets/controllers that maintain the operations of traffic signal sequencing. Programming the controller to operate the signal correctly, such as assigning the appropriate phasing, red, yellow, green time allocation, etc., is done by carefully analyzing traffic count and turning movement data during morning, mid-day, and afternoon peak hours. While each signal receives a timing plan when constructed, the city does not have a comprehensive timing plan for the traffic signal network in its entirety.
The entire city will be completed in two phases with half of the city completed in phase one and the second half in phase two. This project will provide optimal traffic signal timing plans citywide, which will create efficiencies in traffic flow and provide operational continuity by performing data collection and operational analysis, timing plan development, database programming and testing, signal timing implementation, and performance analysis.
