Summary
This Ordinance and proposed approval of the Drainage Master Plan supports the sustainable infrastructure and public safety pillars of the Strategic Plan. The Drainage Master Plan will provide guidance for drainage infrastructure to support the city’s growth while mitigating flood risk. All master plans that are adopted by the City are an extension of the Aspire Pflugerville 2040 Comprehensive Plan, as allowed by Chapter 213 of Local Government Code. The Drainage Master Plan aligns with the Aspire 2040 Plan principles of environmental sustainability and fiscal responsibility. This Master Plan was unanimously approved by the Planning and Zoning Commission on August 8, 2023.
The City of Pflugerville (City) has experienced significant growth and development over the last twelve (12) years. The City’s population has increased to approximately 73,000, a 57% increase during that span. As a result of this population boom and expected continued growth, development and urbanization have greatly increased, thus changing what was once undeveloped open space, into a developed urbanized condition. With urbanization comes an increased risk of flooding from streams, channels and storm drainage systems, presenting hazards to residents and the general public.
The City adopted the National Oceanic and Atmospheric Administration Atlas 14 into the City’s Drainage criteria in 2019, a Drainage Master Plan further informs and guides the design of facilities projects to improve drainage and reduce flood risk.
The Drainage Master Plan includes:
1) A comprehensive evaluation of the existing drainage conditions throughout the City and developed an accurate and current understanding of the drainage infrastructure,
2) Conceptual engineering solutions to mitigate flooding risk with a drainage Capital Improvement Plan (CIP), and
3) A drainage utility fee feasibility study for the City to consider as a funding source to implement the drainage CIP projects.
Staff plans to bring forward the Drainage Utility and associated fees for consideration in the first quarter of Fiscal Year 2024. This continuation of effort will include the development of financial forecasts and estimates for cost of service, fees comparisons to other jurisdictions, development of a report and public processes with a detailed public information engagement and implementation plan. The Drainage Utility will provide a potential funding mechanism for implementation of the Drainage projects, as was as funding for staff to continue operations and maintenance of the City’s expanding drainage and stormwater systems.
Prior City Council Action:
City Council conducted a public hearing and approved the ordinance on first reading on August 22, 2023.
In November 2019, Council approved an Update to Section 4 of the Engineering Design Manual & Construction Standards to include Atlas 14 Rainfall depths.
In November 2020, City Council approved a professional services supplemental agreement with Halff Associates, Inc. in the amount of $65,110 associated with the Drainage Master Plan.
In September 2021 Council approved the selection of Halff Associates, Inc. for professional services associated with the Comprehensive Drainage Master Plan and Drainage Fee Study in the amount of $247,215.00.
