Title

Approving a Professional Services Agreement with Kimley-Horn and Associates, Inc. in the amount of $1,025,000 for professional engineering services associated with the 2020 Transportation Bond Program Project: FM 685 Corridor Study and Preliminary Engineering and authorizing the City Manager to execute the same.

 

Summary

The City of Pflugerville solicited requests for qualifications from engineering firms for services associated with the 2020 Transportation Bond Program (the “Program”) FM 685 Corridor Study and Preliminary Engineering. City staff received eight statements of qualifications (SOQs) which were reviewed, scored and ranked.  The top two firms were interviewed by the selection committee including Travis County staff to determine the recommended firm.  Staff recommends the selection of Kimley-Horn and Associates, Inc. for professional services associated with the FM 685 Corridor Study and Preliminary Engineering (the “Project”).

 

The Project includes a corridor study for FM 685 from Wells Branch Parkway to SH 130 with the objective to provide safe and efficient mobility for all users with the goal of being competitive for grant funding for construction. During the Request for Qualification (RFQ) process, the southern limit was extended from Pecan Street to Wells Branch Parkway as a logical terminus for the study in anticipation of future growth and development. The project will deliver a preferred FM 685 concept that will enable the City to develop a schematic, begin environmental scoping with the Texas Department of Transportation (TxDOT) to eventually obtain National Environmental Policy Act (NEPA) clearance, prepare for right-of-way acquisition, and the relocation of utilities. The end product from the Project will have project-specific information from the preferred concept to support an application for grant funding.

 

The Scope of Services includes topographic survey, subsurface utility engineering (SUE), traffic analysis, alternatives analysis, public involvement, fiscal impact analysis, development of a preferred alternative, pre-NEPA environmental review, and conceptual improvements to FM 685.  The topographic survey and SUE services are initial services that will be re-used in the later schematic and plan preparation phases of the Project.

 

Approval for the corridor study and preliminary engineering of the Project was provided as one of the voter-approved 2020 General Obligation Transportation Bond projects. 

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.
