Title

Approving a Professional Services Supplemental Agreement with Kimley-Horn and Associates in the amount of $198,614.14 for professional engineering services associated with the Grand Avenue Parkway Pavement Repair Project and authorizing the City Manager to execute the same.

 

Summary

On October 27th staff requested approval of the initial phase professional services in order to evaluate the need for reconstruction of Grand Avenue.  This agenda item is a follow up request for the supplemental design engineering services for Grand Avenue Parkway.  The original professional services agreement was set up in as a two-phased approach for engineering services with the first phase including a Comprehensive Pavement Assessment and Repair Geotechnical Report prior to design and development of the plans, specifications and estimate (PS&E) for Grand Avenue. Phase 1, has been completed as scheduled, served to provide a full evaluation analysis for an assessment of the current condition and determination for repairs along Grand Avenue from the limits of approximately 200’ feet south of Viki Lynn Place to Picadilly Drive. 

 

Phase 2 services include preparation of the final engineering construction documents (plans, specifications and estimate) shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation report from phase 1, identification of utility conflicts, coordination with utility companies, engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully reconstruct Grand Avenue for the sections as determined and may include additional segments that extend up to and not limited to E. Pflugerville Parkway.

 

City staff has selected an option for design of the PS&E as provided by Kimley-Horn Associates (KHA) in conjunction with its subconsultant (Raba-Kistner), based on the Pavement Repair Report and pavement engineering recommendations for Grand Avenue Parkway. This segment of Grand Avenue Parkway was reconstructed in 2017 and a previous Pavement Distress Evaluation of this segment was performed in April 2019.

 

Based on the Geotechnical Pavement Report, options for asphalt overlying flexible base pavement were considered. Recommendations for flexible pavement system consisted of full reconstruction of the roadway and asphalt mill and overlay on existing base materials. Full depth reconstruction options were designed for 20-year design life and mill and overlay sections were design to 10-year design life. Options 3 & 4 include full depth reconstruction at areas found not suitable for mill and overlay:

 

Option 1 - Full depth replacement (20 year design life) - Lime Treatment

 

Option 2 - Full depth replacement (20 year design life) - Geogrid

 

Option 3 - Mill and overlay (10 year design life) - Lime Treatment

 

Option 4 - Mill and overlay (10 year design life) - Geogrid

 

KHA provided the recommendation for flexible pavement system Option 4. The selection was based in consideration of factors such as i) design duration (proposed final design expected 7/21), ii) anticipated time savings for construction (as low as 120 days or up to 150 days depending on SUE results and Utility coordination), iii)  least impact of disturbance to citizens throughout construction and iv)  anticipated overall cost of construction for the project.

 

A budget amendment will be forthcoming for this supplemental agreement.

 

Prior City Council Action

City Council approved a Professional Services Agreement with Kimley-Horn and Associates in the amount of $69,994.20 for professional services associated with the Grand Avenue Parkway Pavement Repair Project at the October 27,2020 meeting.
