Summary
The proposed agenda item is City Staff intends a two-step process for City Council approval first for selection of consultant(s) and then approval of a Professional Services Agreement (PSA). City Staff requests approval of the consultant firm(s) first, as selected and confirmed by the City Council, then the City team will enter negotiations further defining the anticipated scope and fee structure for the projects. Following those negotiations, the agreements will be presented to the City Council for consideration of the agreement, scope, and fee.
The City of Pflugerville solicited requests for qualifications from engineering firms for services associated with 2020 Bond Program Proposition C - Multi-Generational Recreation Center in combination with the City Hall Complex Projects. City staff received eight (8) Statements of Qualifications (SOQs) on October 21st which were reviewed, scored, and ranked, based on the evaluation criteria in the RFQ, as the SOQ is worth up to 100 points. The City's Selection Committee determined the results of the SOQ scoring and ranking required interviews to further evaluate the team's experience, so Project assignments were determined by the firm’s unique qualifications and project preference.
The role of the OR as defined in the Request for Qualifications considers the firms recommendation to serve in the role to provide management and oversight of two proposed projects from planning, procurement of design services, bidding and construction oversight as the City’s representative. The AGCM and ECM firms selected to serve as Owner’s Representatives shall not be eligible to provide any design phase services or allowable to self-perform construction related to the Multi-Generational Recreation Center Capital Improvement or City Hall Projects other than the role of Owner’s Representative. The RFQ provided City an opportunity to select up to two firms, one for the Multi-Generational Recreation Center and one for the City Hall Complex or may select one firm to provide Owner’s Representative Services for both projects. The Owner’s Representative services may extend to the surrounding infrastructure necessary to develop the projects.
City’s Selection Team Committee short-listed three firms from the eight of Statements of Qualifications (SOQs) for interviews to determine recommended firms. Based on the interviews Selection Team recommends selection of two firms to provide professional services. The approach with the OR Services of these two projects will be coordinated with the P3 Financial Advisor consultant as proposed separately.
Prior City Council Action
City Council authorized the acquisition of the Pfluger Tract, a 29-acre parcel at the northwest corner of FM 685 and E. Pecan Street at the July 13, 2021 meeting.
Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.
