Discuss and consider action to approve a supplemental agreement #4 with Freese and Nichols, Inc. in the amount of $715,871 for professional engineering services (phase B of the project) associated with the design, bidding and construction administration for the Heatherwilde Elevated Storage Tank project and authorizing the City Manager to execute the agreement.
Summary
This amendment includes activities related to the engineering design, bidding and construction administration services for the Heatherwilde Elevated Storage Tank (EST).
The Phase A of the project for preliminary engineering services included a hydraulic study and site evaluation to determine the recommended location of the tank. Tank Site B1 - Wilke Ridge South was selected as the proposed tank location.
The Phase B of the project includes design, bid and construction phase services for a proposed 1.5 MG composite EST and associated piping, appurtenances and site improvements.
Preparation of the final engineering construction documents shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation, environmental assessment and environmental clearances, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preparation of ROW/easement acquisition metes/bounds and sketch, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.
This project will be designed in accordance with the City of Pflugerville’s 2015 Edition of the Uniform Development Code and 2015 Edition of the Engineering Design Guidelines & Construction Manual.
This agreement has been reviewed and approved by the City Attorney.
Status
City staff has negotiated with Freese and Nichols, Inc. to establish a scope of services, schedule and fee for this supplemental agreement.
Prior City Council Action
A professional engineering services contract for preliminary engineering services (Phase A of the project) was presented to Council and approved on November 25, 2014 for $67,570. A supplemental agreement #1 to extend the end date of the agreement was executed on June 25, 2015; a supplemental agreement #2 was executed on August 10, 2015 to amend the agreement to modify the provisions for the scope of services, work schedule and compensation in the amount of $19,505; and a supplemental agreement #3 was executed on October 13, 2015 in the amount of $69,461 for professional engineering services associated with the design and installation of an emergency generator at the Pfennig Pump Station.
Fiscal Impact
Funding for this project is from the utility fund balance. This project is included as part of the Utility Capital Improvement Plan.
Staff Recommendation
Staff recommends approval of the supplemental agreement #4 with Freese and Nichols, Inc. for professional engineering services associated with the design, bidding and construction administration for the Heatherwilde Elevated Storage Tank project in the amount of $715,871.
