Title
Approving an ordinance on first reading with the caption reading: An ordinance of the City of Pflugerville, Texas, amending the City of Pflugerville Code of Ordinances Title III Administration, Chapter 31 Departments, Boards and Commissions, to amend Sections 31.61, 31.62, 31.63 to transition the Equity Commission to an Equity Advisory Board, to amend Section 31.66 to amend board meeting requirements, to amend Section 31.76 to amend duties of the board, and to amend Sections 31.65 for consistency; providing that this ordinance shall be cumulative and repealing all ordinances in conflict; providing for severability; and declaring an effective date.
Summary
The Equity Commission was established by City Council in 2020. Despite conducting thoughtful listening sessions and engaging sincerely with the community, the Equity Commission's charge is broad resulting in challenges to define an actionable purpose. These challenges have limited the Commission’s ability to offer focused guidance to Council, staff, and residents. The proposed amendments aim to resolve this by clarifying responsibilities, streamlining objectives, and better aligning the Commission’s work with the city’s decision-making processes, positioning it to serve as a more effective and reliable sounding board for all stakeholders.
The proposed ordinance amendment formally modifies the Equity Commission to now be known as the Equity Advisory Board, outlining its purpose, membership, organization, and responsibilities. The Board will consist of five members appointed by the City Council. The Equity Advisory Board will serve in an advisory capacity to the City Council, providing recommendations and support on issues of equity, inclusion, and empowerment. Its duties include reviewing equity initiatives related to specific policies, plans or programs brought forth by City Council, the City Manager or community members while promoting community awareness of diversity, and proposing actions that strengthen city policies and programs to ensure fair and equitable outcomes for all. Through these efforts, the Board will aim to enhance civic engagement and help foster a more inclusive and equitable community.
The Equity Commission, discussed and voted unanimously in support of the proposed amendments at their November 10th meeting.
